Volumes 13 to 16 are a mess. I have no idea how they'd adapt those books.
Volume 13 includes the return of Tohru's red scales after they first appear in volume 12. They are never seen again, despite the Rindo fight being the logical place to bring them back. The Ori plotline gets one chapter each in volumes 13 and 14 but hasn't been mentioned since. Volumes 14 and 15 are an awkward mix of SoL and preparation for the tournament arc, with a lot of new side chraracters being introduced for a single chapter at most.

Even he didn't really know what was going on with this arc. Nidhogg was mostly cut out of Fafnir's arc to make room for a Tohru-related character. Rindo appears to be part of whatever long-term story he's trying to tell but he's got nothing to do with the focal character of this book. At least Ori only shows up for a few pages in the Elma arc and is recognised by her.

Aside from being an Aztec Goddess, Lucoa actually is one of the Earth's creators in the series, so I'm guessing she has some investment in not seeing it destroyed. She probably gives Tohru and Fafnir a pass because she knows they'll mostly keep to themselves. And she did take steps to make sure Iruru was actually pacified in the chapter where she met Saikawa.
Now as for these other dragons that Kobayashi is letting in that she doesn't know the threat status of? We might start seeing Lucoa getting proactive in dealing with them.

Volumes 14 and 15 need to be reorganised so that all of the tournament related stuff is in volume 15 and volume 14 contains just the SoL chapters. It's hard to tell whether the series is back on track. Volume 17 is fine as a post-arc cleanup volume that sets up a future storyline with the guardian organisation (volume 9 introduced Telne and volume 13 started the dragon mother storyline).
I looked back and Yozora Ooguma first appears in Kanna and Stargazing. She's in her school's astronomy club, along with a girl who looks a bit like Makomi (the mage JK from the isekai). Apparently, 'Ooguma' is the Japanese name for the Ursa Major ('great bear') constellation, so it's interesting that she already had a link to Kimun before befriending his 3-headed minion.
