It seems odd to even consider directing/writing an anime without prior experience in the industry, like write something you can produce on a smaller scale like a novel and if its popular you get a bigger writing role. Or direct a 5 min short that few people animate to show your animatioon directorial expertise before moving onto a full episode directing.
