Has to be fairly widely known that "yeah this manga has historically been censored" for them highlight how they are restoring the content like that.

Unlikely. The scene you're talking about was only in the magazine chapters of MMI and technically the proto-compiled version of the book that was included in the Ghost Box collection of GitS material. The US versions of MMI are all based on the standard, mass-market release in Japan, which among other small changes doesn't feature the sex scene and at least one other bit of minor nudity. Reading the slide, the only change to this upcoming set is restoring "the pages that had been edited in the original The Ghost in the Shell manga," meaning just the actual first series, not Human Error Processor or MMI.

Most likely. Mention of the JP editions is also probably in reference to all of Dark Horse's releases of the original GitS and MMI being flipped, with Shirow providing minor touch-ups to the artwork, particularly for MMI (mostly stuff like correcting drawn, English text). Kodansha's more recent editions of series read from right-to-left and--besides the notorious edit to GitS--maintain the original art. I just take it as Kodansha saying, "Besides the English translation, our books will now look exactly like their Japanese counterparts."
