If you pay attention to Issei before he died, he's a lot different. He's confident, and doesn't second guess himself or doubt for a moment that Raynare likes him until the betrayal. But Raynare destroyed his self esteem and left him with nothing but his perverted fantasies. So for a while he's essentially a hollow lech. He still likes boobs but is too insecure to really believe these girls actually like him and aren't just playing around.
