It's an excellent question. I have very high standards. I only accept Sakuga as high-budget scenes made with traditional animation. But since that's a thing of the past and is almost unwatchable now thanks to digital animation, I'm stepping outside my comfort zone and trying to accept any dynamic scene with fluid sequencing as part of what we consider Sakuga.
If we expand the range, there's a lot to draw from, but not all of it is good sakuga. There's a lot of sakuga that simply has dynamic, fluid animation that isn't really good. Like the legendary Naruto vs. Pain scene, it's a meme in Japanese animation.

There is a reason why those old 70s anthropomorphic and animal character shows have pretty good animation in them sometimes, you can highly animate simple looking characters alot easier than complex heavily detailed ones.

Is it? I remember seeing an interview with a Japanese cartoonist who complained about one of her characters' hair because it was so damn hard to animate. It's not the same with amorphous characters like Shin Chan?
