Bullying is when you target someone just because you want to make them suffer for your own reasons, whatever they are. Ostracizing is when people just firmly don't like another person, for an actual valid reason. You have to make the distinction between the two, or else people are going to get all angry at you.
If I met a kid who was fat, ugly, stupid, smelled, and was annoying, I'm going to tell him he's fucking annoying and then stay away from him. Another core difference is that ostracizing is temporary; you make it clear where you stand with a person who is unlikable, but you otherwise leave them the fuck alone so long as they're not bothering you. Bullies go out of their way to mess with others, even if they're just trying to keep their head down and mind their own business.
Kids shouldn't bully each other, but it's also retarded to expect that you can force a child to befriend someone who is a nasty, disgusting mongoloid. The disgusting mongoloid kid is never going to be well-liked until he changes.
