Do you think the story is on the way to its final arc? Right now the Papal States flat out rebelled against the Pope so the Rami Squad is fighting two entire factions at once and they only have the Star Corps. Lucas can probably brainwash a large number of soldiers if he embraces the true nature of his powers but there's no going back now, either the Empire or the Papal States tower falls. My prediction is that the Papal States goes first since the Empire does seem like the final antagonist and there's probably going to be some twist when talking to the Emperor.
