I don't get the insistence on HnK having some amazing animation, so you have to post clips from, respectively, the Raoh fight and the episode where Juza dies which is near the end of the show itself.
Most of the series is primarily stills sliding around the screen, that's like half of the show's sense of humor.

I think what people enjoyed most with the old anime was a combination of aesthetics, sound design, voice acting, music and directing, but the animation itself was sparse as you say with only a few episodes or scenes getting something special.
That said, if you did a proper 2D anime in the modern age it probably wouldn't run into the 80s anime problem of being extended to hell and back which might constrain the budget. You gotta use somewhat simpler designs too though, like in the 80s anime, or part 1 Jojo as an example.

Like I said last thread, Kenshin pretty much got the ideal remake treatment but save for the I.P. entering the modern collective conciousness again (and subsequent art of Kaoru and Misao), it didn't amount to much because it's effectively just a watered-down version of the original .
Now unlike Kenshin, a Fist of the North Star remake like that could be neat if the animation was buffed up more sure, but they didn't even do that with the show from the bubble economy 80's, what in the world makes you think they'd do it now?
Now I say this not having seen New Fist of the North Star so for all I know that's probably the ideal outcome, and sure it'd be neat to see Souther and Juza like that, but the time for that probably passed fifteen years ago.

The main issue with the 80s anlme was that it did the typical thing of extending shit to hell & back and not taking breaks for cours or production in the same way they do today. If a proper anime was made today it'd probably be able to cram more budget in per episode. But yeah, replicating the music and the voice acting was always gonna be impossible especially since a few standout voices like Raoh and Rei, uighur/akashachi are dead and the rest are retired

The charm of anime has never been Disney-like animation, but very detailed characters and lovely backgrounds. Look at Sailor Moon S1 and its watercolour like backgrounds, even if the animation is bog-standard it still looks and FEELS pleasant. CGI shit always looks like shit, "b-b-but it's more animated" who fucking cares that has never been the point of tv anime.

Hokuto no Ken in particular is famous for popularising a certain type of ultra-detailed yet stylized art.

Just re-release the original in Blu-Ray, the important episodes all look good.

It's not just the art, but the "cinematography" for lack of a better word. Even low budget anime that have lower fps than a powerpoint often are able to convey position and movement far more dynamically and "third dimensionally", and have far better choreography in those movements, than almost any western animation. Wester animation in as a rule has a huge problem with being unable to portray anything as not happening on a flat 2D plane (see the infamous dogmatic adherence to the 45 degree tilt) or using more than one "camera angle".
