It’s not just in Japan, but it’s a phenomenon where every country has their own version of “english” that they can understand better than actual fluent english. It’s well known that in India many Indians believe their english is better and that english from actual english-speaking countries sound worse to them.
There is some anecdotal evidence from both tourists and japanese natives that Japanese people cannot understand actual english but has a much easier time with ‘engrish’. There are some japanese videos that joke about this where people who speak perfect english often get glossed over while people who speak engrish get their dick sucked and have people saying ‘eeehhh sugoi your english is so fluent’. There are also stories where people who do the english teaching gig in japan often struggle through the interview process because their english is “too good” so they start speaking racist-level engrish and all of a sudden people say their english is flawless and that they’d be perfect for the job.
