When I told one of my buddies that I always skip anime OPs and EDs without exception; I don't even watch them just once to see what it's like, he looked at me like I was crazy. Bitch, you're the one who wastes 3 minutes every time watching that shit even though it's just some mashed up scenes from the series plus some random jpop band's music that the producers probably wrote for them. I ain't wasting my time with that shit, why would I watch it if it's not an actual part of the show?

Anyways, I say all that to say this: idk if the music in shippuden's openings and closings is good or bad, but what I can say is even now, 20 years later, when I see the phrase 'sad anime music', this is the first thing that pops into my head. Shippuden music wasn't bad and had a lot of great songs, it was just noticeably more repetitive than part 1 music. There was a tug of war between the good guys and bad guys in the big final ninja war arc and there was a tonal shift every couple episodes where the heroes would start to win and they'd play the heroic music, then the bad guys would start to win and they'd play the ominous baddie music. I did not count how many times they went back and forth (it was a lot) but they re-used the same music a whole lot
