For years the Editorial has been gutting ALL the female characters away for the sake of making Mikoto the only shining heroine but they fell flat on their faces because tsundere era was long gone, so it took like 10 years until they finally realised that showing more heroines besides Mikoto was actually a GOOD thing si they started with Misaki, at this point it's way too obvious Kamachi doesn't likes either seeing how much he's clowned Mikoto for years in the LNs of the main series but puts here because they know she brings in some extra numbers for the sales.

Misaki also brought in another extra number for the sales so she stays too.

The only small bits we got from the author and the artists themselves is that they had in the plans years ago a book for both Index and Touma (not sure if it mean a book each or a single book together) that would tell their backstories that wasn't shown yet and they are actually fond of the headcrab and that former Editor Miki was the one pushing for Mikoto all the time.

Some times I think the moment Kamachi decides to that book it means the end of the series is near because they're meant to be the endgame ship and lore wise.

That's very easy, that's because they're aiming to expand their catalogue of marketable character by trying to make ITEM girls the next Railgun girls, just like Accel the anime was a thing back with project Index or whatever it was called. There's no need to do that with MO or AB because Misaki's already in Railgun and she's already popular, but I wouldn't be surprised at all if that was nect in line. Also, I like the ITEM manga but I don't think it's going to work, they're making the same mistake rushing an adaptation just like they did with the aforementioned Accelerator spinoff.

My guess is that they're testing the waters with Railgun to see if the interest is still there before new Index anime can happen, since it's the safest bet considering Railgun T's performance over Index III. The Accel anime did not do well AT ALL, in fact, it doing so poorly was the reason the Accel manga was axed too, as explained by Arata himself. To put the size of the fiasco into perspective, as far as I know the Accel manga was actually a hit when it first started (sold somewhere between 40-50k copies of its first volume), and Accelerator was already an established Raildex character before. Obviously the Japanese publishing business looked very different back then, but that would considered very strong sales by almost any manga standards. I haven't been able to find numbers for the anime BD sales, but what's really telling is the lack of any promotional material or merchandise on its trail, which even Index III got. Bottom line is, contrary to what some idiots here think, it's very difficult to manufacture a character's popularity, and even harder to guarantee an anime's popularity even if it stars an already known and loved character. While I personally agree with the arcs after Daihasensai not being anywhere as good as the rest, I think most of Railgun's casual audience are going to watch Misaka being cute, helping her friends and fighting a fucking Dragon, and they're gonna be quite content with it. 2k sales at the time, and specially for a production associated to an established IP is an absolute dumpster fire tier flop. What's more, it generated next nothing in revenue on merch which is where the real money is made after it came out, and that's what really doomed it. Btw, I was actually misremembering and in reality the Accel manga hit 54k upon its first two weeks of release and over 93k over tracked through it's first month on the market, so probably over 100k when it was all said and done, which is crazy. People seem to think collaborations like Railgun's (especially like Railgun T and S) with clothe stores, gachas, theme retailers etc pop into existence out of the will of publisher and anime studio's
IP right holder, but typically it goes the other way around. When you have an IP that's doing hot, those gacha, stores etc are the ones who approach the IP holders to help sell their product, with most contracts stipulating which characters they want to feature the most, hence why most Railgun T merch has MisaMisa front and center, not because Dengeki Bunko or JC staff demands it.

I don't know about character development but it gave us character insight and introspection which I enjoyed. I really liked how it showcased the similarities in desperation and anger that Kimi and Mikoto had with AC while also emphasizing the effects of Touma's intervention and how much of a positive impact he's had on her life. I also liked the Kuroko fight since it also had interesting parallels and was a generally interesting bout. Jailbreaker is hated because of it's lack of relevance to Index but it's still a decent arc minus the anticlimactic conclusion.
