No, it costs a fortune for every second they're outside. The first time an astronaut got to just spend time outside the spacecraft looking was Rusty Schweickart during the events of Apollo 9 when fellow astronaut Dave Scott needed to repair a camera they were using to record the tests of the PLSS backpack. Because it would have been more complicated to get Schweickart back inside he got to just stay there looking down for a while.
