She isn't supposed to have that much control over them with the way they're presented.
The Monster Association is basically just a loose coalition of monsters united against the threat of the Hero Association, but there's not much in the way of camaraderie or a sense of shared purpose between them otherwise, and they can barely restrain their own desires for the sake of destroying their natural enemy.
Several of them also voice how they see the group as just a stepping stone for their own goals and view the other monsters as beneath them and themselves as the only true monster, so they'd probably be at each others throats as soon as they brought the Hero Association to heel.
This also makes them being a small group work much better than them being a massive, multi-layer organization with all sorts of monsters; Psykos can just barely keep them together by pointing them towards a larger threat, but they're otherwise all pretty independent and disorganized.
