The point of making a weapon is not to maximize guilt though. That's just random head canon that people have come up with for no reason.
It's about finding the right spot between "cat and criminal" in which the guilt is strong enough to create a strong wewapon, but not too strong to where Asa/Yoru will refuse to weaponize the person. That's how it was established from the beginning.
Yoru knew that the likely consequence to refusal was death, so there's really no scenario where she's willing to weaponize Denji unless she falls out of love with him.

Very recently in Sakamoto Days, a character had a sword go directly through his neck.
