It's actually crazy how Tiger's personality is so much more sensible than Shen's that he said "fuck it" and decided to tie up multiple plot holes and dangling threads in a single phone call. His behavior in how he approaches the business involving his clone sons and his death cult followers also fits way better. He acts like Shen really ought to have throughout the whole manga. You can't compare Baki and Kengan, they're two different beasts. Baki is basically Itagaki playing with his favorite toys while giving us his views on strength/violence/masculinity. It's fascinating to run into a character as blatantly hated/regretted by their creator as Ryuki. I know Sandro hates other characters too, but one who was supposed to be one of the protagonists? As a character he has NOTHING. He's completely pointless and empty.
He's defined entirely by his relationship to Koga, like the gay equivalent of some irrelevant sideline girlfriend in an ordinary shonen. He has no plot threads of his own. The whole clone/Omega plotline was stolen by Ohma because he's also a vessel and even Dragon Shen shows far more interest in him, despite Ryuki being Dragon Shen's own clone. He gets no development or screentime unless it's tagging along with Koga. He got zero character development out of the Mukaku revelations or hearing about his death. He's forced to actively revert and need to learn things he already should, like the Kure funhouse arc.
And as a fighter he likewise has nothing. No niche to distinguish himself at all. His ties to the Niko Style? Well, Ohma is back with the real thing! And Koga knows it too now! The Gaoh Style? A meme, and even then, Koga fucking knows it too and gets to utilize it more effectively than him(See - Raian). Koei Style? Gets seen through instantly by everyone these days, and it's likewise just a worse version of another character's moves. The ONE single time he was even offered a potential growth route, the Dragon Clan style, guess what? Koga learns it too. He was introduced as an "already strong" character to rival Koga, according to Sandro, but never won a fight against anyone with credibility without an asterisk since his debut, and got surpassed by Koga after one timeskip.
