If you look back at one of the One Piece prototypes featuring Pao, there was a man called Merry who was the spirit of the rubber tree. Pao has more of a South American vibe to it, what with it being Portuguese for Bread, and it's clear he was going the South American route with the main character by using the rubber tree.

Aside from the Mayan pyramids in Skypiea, it makes even more sense when you realize the Skypiea statues were very similar to the Olmec statues (again the rubber people). Oda had the rubber south American character related to Mayan/South American lore planned from the beginning. The rubber body part could likely have played into the Mayan Sun God angle.
