>>280453641There is a lot of difference in level between dragon levels. Being a dragon level only means being a threat to multiple cities, there is room for a lot of level difference between monsters that are a threat to multiple cities.
The higher the level of the monsters, the greater the difference between the monsters at that level. Like, you only need 3 C-Class heroes or
1 B-Class hero to defeat a wolf level threat, but you need 5 B-Class heroes or
1 A-Class hero to defeat a tiger level threat and 10 A-Class heroes or
1 S-Class hero to defeat a demon level threat.
Power levels between threats increase exponentially and when you reach god level the power can increase infinitely. A god-level threat is a threat to all of humanity, which means that both a monster capable of destroying a planet and a monster capable of destroying a universe are god-level, but it's obvious that the difference between them is gigantic.
