I doubt that considering how abhorrent it looks but that's besides the point you newfag. Talk about "budget" is for the uninitiated, it's production value that matters. You could pay people millions and if they choose to do a bad job then their projects can look worse than something costing less money. FLCL doesn't have particularly impressive production values. FLCL lacks animation, it's lacklustre. There are about 20 or so fluid scenes in the show, this is the shit you see people reposting. And only about half a dozen of those 20 or so are generally noteworthy and impressive. The rest of the animation on 1s in flcl has production value varying from slightly above average to slightly below average for anime. Typical limited animation in anime on 3s is more impressive and has more work put into it. Plenty of stuff from it's time period had better overall production value. The average scene in FLCL is lifeless as fuck.
