Venezuelan dubs don't sound the same as their street venezuelan. Unlike MX and AR dubs adding as much slang and revolting accent as possible, MX used to make good dubs in the 1990s.

Plenty of those countries dubbed anime. Also, Brazil didn't listen to Mexican dubs.
In fact, out of the five majors (Venezuela, Colombia, Chile, Argentina and obviously Mexico), all of them had some major anime:
>Venezuela: 99% of the anime licensed by Animax (which was plenty)
>Colombia: Rurouni Kenshin (based on the original American dub by Sony), The Orbital Children, Basquash!

Latin American Spanish anime dubs are specially likely to become lost media because, unlike America and Spain, there really wasn't a home video anime culture, we mostly relied on TV or piracy (subtitled). And very often people simply didn't record broadcasts.

The lexicon of normal spoken Spanish is quite limited, like a standard spanish + a few local words so you can understand any variant in just a few hours because it's matter of filling a few gaps except for more 'creolized' variants in Paraguay (Guarani and some Portugues), Bolivia, etc. Phonetically only the "millenial-zoomer Chilean" can be problematic to understand.
In my opinion the complains about "not understanding" is due to the disparity in lexicon/the educational gap, some people simply don't like to read anything and others likes to take advantage of the broad lexicon of Spanish probably because they read literature or textbooks and Spanish has a lot of historical and modern literature. Written Spanish shows far more differences between countries, in Spanish repeating too often the same words in a text is kinda frowned upon, you're supposed to use the multiple synonymous with their nuances to avoid repetition (just check how many synonymous the average Spanish word has in wordreference or the translations of 'fuck' in Spanish, many of those are synonymous, others not).
Also, some retards like argies likes to redefine the meaning of words sometimes gaslighting the rest "no no no, my local meaning of that word is right and you're wrong" and add a lot of references to their literature, that only they read. Literal vocabulary rot for nationalistic reasons.

Latin America got the better CCS over the United States. A lot of Americans didn't watch "Cardcaptors," and they weren't missing out wity all the edited/cut episodes.
Latin America, meanwhile, did a faithful Spanish dub of the original series. BOTH countries tried to put CCS in Toonami's after-school block and market it to boys, but the latin dub didn't try to make Syaoran the deuteragonist or change the content or the original OST. Hence, TONS of Latino men from the early 2000's who wound up being fans of the girliest shit ever.
It's also a really good example of how to localize a series vs how not to.

Dubs back in the 90's were so much better than the english counterpart, it was so big of a difference that I couldn't stomach to hear some wannabe read a script instead of doing a heartful interpretation. I thing the last good dub in Spanish was FMA, and even then after 2004 I started watching anime only in JP with SP fansubs.
I still remember when Crunchy went official and the english fansub community died while the Spanish one didn't give a shit, it was hilarious too see how everyone panicked. The same when batoto close, but didn't take much time for mangadex to take over. Now I feel nostalgic. Remember Nyatorrents? then they made 2 nyaa's, .sii and I don't remember the other one.
