Assuming people actually use the rating system like that, that's how it should be.
In most cases when people use a 1-10 scale, a score of 1 means "I am an idiot/not the target audience and I really hated this", nobody ever uses 2-6, 7 means mediocre, and 8-10 all mean "good". And it's fucking retarded.
It's the same with shit like google maps restaurant ratings. If you see some place with 3.0 stars you probably expect it to be terrible when 3.0 should mean average. But the way retards rate things, "average" is more like 4.3
