some say this anime is based on Fall from Heaven mod for Civ4, but that's based on MOM. in MOM, evil books magic isn't for turtling either. best way to use evil books is to cast Wraith spell immediately, exchange all your gold for mana, then use the Wraith to kill the living and turn them into undead minions.
however Dark Elves in MOM are a slow growth(but high mana potential), which is kind of good for turtling, but you can also use their high mana potential to summon powerful undead faster... which isn't really turtling. alternatively, just spam Skeleton summons along with the Darkness spell to overrun weaker enemies.

Obviously. The MS Windows versions for PC-98 didn't really get a whole lot of games. Even with IBM PCs you had only a handful of Windows games before Win 95.

the problem is that the opponent has a hero too to protect themselves early on, so even if the rest of your units are stronger it's pretty unlikely you'd be able to win without your hero meaningfully contributing. And the way they're bad late is shown that they get less mana and less research. Considering how emergency production has been shown mana seems to be equivalent to gold in the Civ games and both gold and research are the most important resources so it's hard to believe that a single hero unit with good scaling can outvalue just how much those missing resources are worth.
