In general: Improve the animation but keep most of the script from the original show. Do NOT modify the artstyle or any of the designs, only make it look a little cleaner and higher resolution. Rewrite at least a good half of the fight scenes, if you are going to put one in each episode they should at least be engaging to some degree, make the inner senshis especially be more useful after R.
Season specific:

Minako should be introduced much earlier. The DD girls sequence is now 2 episodes long and more of a drawn-out struggle, go all out with making it the most impactful moment of the season.

Breakup arc has a better excuse than "I saw a dream so fuck off(actually I am doing it for her!)" seriously lol. Not sure which one, but there are way better ways to do it even without changing much about Usagi and Mamo characterizations.
Black Lady is the actual final boss, she gets a proper fight with the senshis, is defeated by Moon, but miraculously brought back to life in her original form because it's Sailor Moon so we gotta do that

You huh... just don't air this. What happens in-between S and Stars is now the Black Dream Hole movie, maybe it has 2 parts now so you have enough time to do things.

Honestly just forget the entire starlights stuff and make it entirely about the final showdown with Galaxia, her lore, the sailors from other galaxies and whatnot.
