You start off with your MC and heroine, fine. Then you introduced an evil, unrelatable character and not 1, not 2, but 3 of the 12 candidates are fed to him for no reason. (Well, the reason is to make him a threat vs. the MC being given the strongest power from the start, but come on)
Cancerman and Ugly are brought in mostly as a way to deal with Metropoli, and die by the end of this arc.
You then get the rest, leading up to Yoneda.
At no point do these parts intersect, it feels very... episodic? Except you really only get 2 or 3 episodes. The only, brief intersection here is Trump Mask, who doesn't actually do anything. He might as well not have been in the Metro arc, and nothing would've changed.
I guess if you want to compare this to Death Note, it also does follow a similar format, it's very cleanly cut into separate sections, with the exception of Mello coming in at the end, but it also features 3 different factions at most anyways.
A "game" like this, if you can even call it that by the end, should have more moving parts to keep you guessing.
