Not only does it serve as a reminder that it's never just about strength, a tricky, unfair or resourceful opponent may be able to put you in your place, if you don't know how to bypass their abilities or win at their own game, which is exactly what Luffy vs. Foxy is about. It also foreshadows the upcoming Luffy vs. Usopp fight, which is another example/reminder about how it isn't all about strength. This is later seen in instances like Caesar vs. Luffy etc, and showcased especially in instances where Usopp has to do what Luffy and the others can't, like take out Perona or Sugar. It's important for both Usopp and Luffy as well, as we see Luffy overcome stronger foes later, through sheer ingenuity and resourcefulness, like in the cases of Lucci (Enies Lobby) and Katakuri.
Furthermore, it's a reminder that even after two super strong Logia users in Crocodile and Enel, and before another in Aokiji, a weakling with a weird Paramecia may catch you off guard.
In addition, the entire theme of losing your crew foreshadows the upcoming W7/EL arcs perfectly, with the emotional climax of LRLL being when Luffy defiantly proclaims that he will never lose a single crew member. The arc also has some neat character moments like Zoro and Sanji working together, and Chopper manning up after being essentially told to shut up and stop complaining. And it also shows us important lore stuff like equating Freedom to Stretching etc. And finally, as I'd like to believe, it introduced us to a Davy Back Fight, which I'm hoping will be relevant one day.
