Troubled kids get recruited into an underground villain school set up by AFO (using his wealth and political power) and they have low-level conflicts with UA doing petty crimes, mischief, etc, nothing at the level AFO wouldn’t be able to deflect the authorities over. While the kids are doing their thing, the adult faculties of both duel it out over the corruption in government and the police which makes the villain academy even possible. Prop up the other League characters to give them better fights. Instead of Spinner being a delusional no-agency retard, have him rise to the occasion instead. Give Dabi a super trump card, in a flashback during the fight it shows the scene where he is leaving for battle but instead of refusing AFO’s offer of another quirk, this time he accepts it, and he gets an ice-quirk, making him flat-out superior in his fight which requires the Todorokis to get outside support or just lose outright.

Also, it’s absurd that the floating island setup would be a serious impediment to Shiggy. For example, would it do fuck-all against AFO? No? Then it would do even less against Shiggy. But it’s too late, the worst damage has already been done with the setup of that battle. At least let him straight up murder every hero present except for Deku and maybe Bakugo — HOWEVER, if Bakugo stays, it’s only to assist Deku, NOT to kill-steal AFO from All-Might. Frankly the Iron-Might vs AFO fight is trash, what SHOULD have happened was that AM took a rewind drug provided by Eri, or maybe given to him by AFO, to have a final climactic pinnacle battle and settle it once and for all, it’s just narratively absurd not to do it that way if you’re going to set up the fight at all.

Hori talked about cutting stuff from the AFOFA backstory for the manga, I doubt that'll be changed for the anime however. The Shiggy fight is what needs the most tweaking, but that'll probably stay the same.

Yes, exactly. Shiggy was an excellent villain in a manga with so few of them, and Hori goes and wastes him on this shitty final arc. Hori just didn’t have the talent or energy to stay on his original course and have Shiggy surpass AFO. And the only reason why Hori brought AFO into it was because he wanted to wrap it up with a shounen war arc, realized he had hardly any villains to work with so had to sub in AFO to job to the rest of the cast. Even in that case though he didn’t need to possess Shiggy and do this identity crisis plotline thing, it could have just been AFO trying to link up with Shiggy to support him normally, not doing some weird mind fusion quirk possession horseshit that cheapens Shiggy.

There's also a difference between being misunderstood and someone being empathetic for your struggle, though they must still fight you.

It would be a consideration. Getting in with good with AFO would be hugely valuable BUT the risk of exposure is also really high, and if he’s seen through there’s literally nothing Hawks can do to not getting interrogated and quirk taken at a minimum. AFO is the strongest villain in history at this point in the plot, it’s not clear they’d accept the risk unless they have some assurance of success. Hawks probably COULD go deep cover and do villainous things to prove himself but that itself is also tough for both Hawks and the Committee because he really would be a villain in the eyes of society after that. In a timeline in which AFO avoided capture, however, they may in fact think it’s worth a high-risk, high-payoff operation like that.

It triggered my Hero'tism a little bit because I began to notice how shallow everyone's characterization was compared to the main series and their interactions didn't feel as natural & snappy as when Hori writes them. I expected Deku to be more upset and sperg out seeing a guy use All Might's likeness to commit crimes. New characters weren't my favorite but I liked how it incorporated the idea of being born with a quirk that's harmful to you.

It's less that and more that as Deku got stronger and stronger he continued to be his same pathetic self while the glimpses of a chad that we saw in the Todoroki battle, Forest Training arc just vanished.
Deku's loss vs Bakugo round 2 sealed it for me, it's a fight that Deku should've won pretty easily because OFA is broken but instead he loses pathetically and he remains that level of pathetic for the rest of the series.

I think Hori probably wanted to do more with those guys, but I guess he was finished with the manga and just wanted to move the final arc forward. Also, let’s speculate. Let’s say that during the final war, something happens and AfO is forced to admit that he’s lost and won’t be able to salvage Shiggy.
