It's hard and you can get very tired. It's better to let it carry you and try to come back from another side. Many people get too tired and drown. Even if they know how to swim.
I spent most of my summers at my parent's summer beach house. The beach was not suited for bathing but I always did anyway, as most other 'local' kids did. I really learned the signs for riptides and other dangers. As a kid you are very weak so you learn pretty fast when it's dangerous to go. At this beach many adults (always 'tourists' or 1st timers) died over the years. Every 1 or 2 years a person drowned. And this is in the middle of nowhere, there's no lifeguard, so only the rescue helicopter came. They never recovered anyone alive, so if you saw it flying towards the beach you knew someone died.
One time there's was a surfer, with the other kids we warned him that it was dangerous, but he said he had his surfboard and was experienced. He had lots of trouble coming back to the shore, he was very tired after surfing. We were ready to call emergency services but he managed to come back with a couple of big waves. It's crazy seeing someone about to die and you can't do anything.

It's just a place where land is sold privately, and people make houses, there's no electricity (everyone uses solar), you have to dig a well yourself for water, there's no sewage (only septic tanks), etc. So it's kinda hard to enforce anything. It's not exactly a city or town. There's no police, no hospital, no anything. Just a couple of small restaurants and one shop.
They put a sign relatively recently but imagine when tourists go it's full of locals bathing (still not too many people, but if 100 people are on the beach it may seem like a lot) so they don't think it's unsafe. Still, when bathing we would always tell people to be careful and not go too deep. But imagine you're a kid or a teen, adults usually ignore you. Because they also see you are in the water, so it's kinda hard to explain where the currents or rip tides are and so on.
Also, the houses and all are not exactly on the beach. The beach itself is nearby, guarded by natural barriers. So you kinda have to go out of your way to go there. So it's not exactly a popular place, and if 1 person dies ocassionally no authority would really care.

This is not an epilogue, but "Episode 98: Epilogue."

At the beginning of the story, Tatsun is imitating Nameko, also known as Professor Mizoguchi.

About a month later in the timeline, Ayutori is laughing out loud, having no idea that such a thing would happen.

This "epilogue" is ultimately Ayutori's prediction of the future, but it also contains Ayutori's heartfelt hope that everyone will remain healthy and unchanged.

When it was published in the magazine, and even in the collected volumes, the order of the stories was changed and they were placed at the end of volume 12, which created the unnecessary misunderstanding that this was the end.

If you read it calmly, you will realize that the part about "Shizu-neechan's debut as a novelist" is Ayutori's creation.
