My logic is that an attacker needs protection and speed can be offset via thruster, a scorpion is never breaking a raygust shield.
Thruster is cool but Kogetsu is the real powerhouse in terms of attack.
If you can have two thrusters and one grasshopper then you can also have kogetsu+raygust+grasshopper.
