You're definitely not supposed to promote or glorify underage drinking and so a lot of authors shy away from it altogether, doing shit like "oh no, she got drunk from the smell" when they want to do a plot involving it, but there's also lots of examples where they don't make up some bullshit excuse. Probably a bunch of context stuff like the target audience age, how serious the plot is, what the consequences are etc are considered, and I'd guess it's 90% self censorship by publishers and editors telling their artists what they can get away with, and all the government does is "gently make suggestions" when they take issue with something.
