I think the problem lies in the fact that we don't see enough of the stabilizing influence that the Marines have in the One Piece world, given that we're focused on the Straw Hats, who are much more involved in the pirate side of events. It's an understandable problem as there's only so much you can show in a manga and Oda already struggles enough with that as is.

I do think more could have been done to demonstrate the benefits of the Marines at the ground level as a stabilizing force for order in a world rife with instability, given the fractured nature of the One Piece world. That way we'd be more understanding of those Marines who have knowledge of the depravity of the upper echelons of the World Government, but don't fully rock the boat in protest due to the fear of bringing the whole system down that supports that flawed but vital order.

Oda went out of his way very early in the series to show how the marines pactized with Arlong to keep extorting a whole village, and the very first big villain of the show is a tyranic marine throwing his weight around and disturbing the peace of his town? Sure you also have Garp going back to Fusha to protect it after Marineford and Koby being Koby but that was much later and these characters are always described as outliers and exceptions. The Ohara Genocide, the execution of Ace, the children kidnapping in Punk Hazard, slavery, all of that is possible because the marine is corrupt. One Piece is nuanced on an individual scale but still a distinctly ACAB show imo. The Marine do not stabilize they're a subjugating force that exists to keep people in line and keep the world from reverting to a more just and less tyranical world order where the weak don't get exploited.
