I think the problem lies in the fact that we don't see enough of the stabilizing influence that the Marines have in the One Piece world, given that we're focused on the Straw Hats, who are much more involved in the pirate side of events. It's an understandable problem as there's only so much you can show in a manga and Oda already struggles enough with that as is.

I do think more could have been done to demonstrate the benefits of the Marines at the ground level as a stabilizing force for order in a world rife with instability, given the fractured nature of the One Piece world. That way we'd be more understanding of those Marines who have knowledge of the depravity of the upper echelons of the World Government, but don't fully rock the boat in protest due to the fear of bringing the whole system down that supports that flawed but vital order.

The Marine do not stabilize they're a subjugating force that exists to keep people in line and keep the world from reverting to a more just and less tyranical world order where the weak don't get exploited.

The thing is that he probably still doesn’t really grasp the reach of his abilities.
There has to be a reason Nika was called the Sun God and we still know next to nothing about the Mother Flame.

I think the WG is so scared of Nika because his powers can utilise the Mother Flame in some way or maybe even create it.
If there ever is a Gear 6 which I somewhat doubt then it'll have to do something with Nika's hidden abilities that aren’t just centered around rubber toon force.
