This is only true for places like Narou where there was a controversy with the misuse of the word yuri in works that were definitely not yuri, so they added the GL tag for works that are explicitly focused on romance between girls and started moderating the ones trying to fuck with it. But common stores using the word GL are pretty much doing it because it makes a logical connection with BL which most people know about. Using both in scenarios like this would just create confusion in the costumer.
