They can do it pretty well, just barely anyone bothers when Overlord tier models and animations gets eaten up no problem. I see Girls und Panzer use it often, usually looking either pretty good or well disguised.

It's more about time investment than budget, which are related, but not the same.
One guy working on a passion project is probably putting in a lot more time than he bills the sponsors for.

The only projects I've ever finished were the ones I approached as experiments, purely for fun and for the learning experience, with no concrete end goal or implied value for anyone else.

Doubt. It's highly likely less than a salary for one additional animator. It's like one episode of runtime. CR used to pay 80 bucks for an ep tl and actors are cheap if you're not trying to get big names.
