It is possible that Rocks knew or found out about it and then USED it on himself but how it was used made him jump bodies into BB, who was a kid at the time. So Rocks now had to rebuild his entire force slowly in a kid body. The special operation thing is already in effect on this body and allows him to challenge Imu, but he needs raw power first, which is what BB has been doing. Maybe Rocks' body was too damaged in fighting for this to be done directly so he had to mindswap out first.
That allows him to fight Imu (for some reason or another this is/was necessary).

Luffy will be in the same position, in order to fight Imu the same thing will need to be performed on him, except this time Law will do it WILLINGLY, which means Luffy will get a better version of that procedure done on him.

So both Luffy and BB will be prepped by the procedure. Each one had vastly different circumstances how this was done, but it will allow both of them to challenge Imu and pass whatever "check" there is to do so.

If we go by Aztec mythology, Dragon would be Quetzcoatl, god of light and wind, just another competitor to the god of the sun title.
In the legend, he was once a Sun God who turned humanity into monkeys when they got too greedy, and later down the line he was responsible for bringing humanity back to life once the God of the Ocean killed them all on accident, by defiling the God of Death's corpse and giving away his blood with his bones to bring back mankind.
I believe Dragon's role is merely supportive, as he stands by the people as a complete moralfag, he will be the one establishing a new governing power or rather repurposing the Marines towards truly helping humanity and not just be Celestial lapdogs.

From what we know (conveyed by Doffy) you need the user of the ope ope fruit to willingly give their life so another user can be immortal. He was grooming his brother (and later Law) to use it on himself, to be able to access the treasure of Mariejois (kinda implied at that point to be Imu).

It's a chekov's gun since Law is Luffy's ally and in debted to him so it's clear Law is going to use it on Luffy.
But it also implies that BB needs an equivalent to also be competitive, and we don't know shit about that

The Darkness fruit is a hito hito model Davy Jones. It seems like it's just a Darkness fruit, but it actually allows the user to access Davy Jones' locker which is a pocket dimension of darkness where he can keep object and/or people enslaved "in his locker".
Blackbeard (or Xebec if he's actually taken over BB's body) keeps someone in there that he fed WB's power to and since he "enslaved" that person through the fruit power, he can wield their power as well.

It's kind of how Makima operates in CSM. By using the fruit power to have another person or entity "in the locker" BB can use that person's power as well.

It would also contrast Luffy's power. Nika the god of freedom vs Davy Jones, the god of enslavement.
