Is it really as simple as learning Japanese and submitting to publishers?

Yes. I think there's an anon who frequents /a/ and /ic/ whose work is published in an H-manga magazine. You don't even need to have that great Japanese, a lot of gaijin have their editors help them. Be sure to enter manga contests and build up a social media presence on Twitter. Approach publishers with a bit of caution and, granted your art is decent and your story interesting, they may give it a look. Most important though is to keep your head down and focus on improving.

You don't go to /a/ for advice for starters.
