No. You can see such ads even in other areas far from Akihabara. There's literally a huge poster at a high traffic train station I take often for work with an anime girl on it. There's also vending machines that have anime girls on it. Certainly nowhere close to Akihabara but it's there more subtly. There was actually an interesting thread on here not too long ago about the 'death' of Akihabara.
Part of the reason is that it's spread out a lot more now, and there are other areas that cater to some of the older tastes.
A lot of the real estate got bought up and converted in to much more 'normal' businesses. It didn't die economically, it died more in the old school hardcore otaku mecca sense.
Someone posted a good video about it in the thread. Maybe someone knows what I'm talking about and remembers what it was.
