CITY is very niche, its humor certainly isn't for everyone. I'd say most of Keiichi's works isn't; many people don't like Nichijou, or helvetica, or Amemiya-san. I admit I don't get some of the jokes, but I like his style, it's absurd and yet oddly relatable sometimes.
Also Takopi was pretty good. Very melancholic, but pretty good.
