Kishimoto clearly had no idea on how to write his personality for the vast majority of the manga.
I liked him a lot more as the straight man to Orochimaru's inhumanity while still being pretty twisted in his own way. It was pretty retarded how he started acting as an overly cartoonish villain to Naruto during the Tsunade fight.

Sort of. He was set up as being incredibly skilled, prodigiously so, and he managed to pull one over on Kakashi and get away from a situation that would have killed most. He downplays his own skill constantly and mostly only does as much as is needed for his mission, but the rare couple times he loses himself to sadism he botches it. He could have killed Naruto easily if he took him seriously, but then he whipped out the Rasengan and that shit is a one-hit K.O. against 99% of people if it lands.
It feels like Kishimoto originally planned to make him more of a nemesis/rival with how much interaction he had with Naruto during the chunin exams and their later confrontation, but he faded into obscurity until it was time for him to become snakeman himself, at which point he became Sasuke's enemy for some reason instead. He did give Itachi and Sasuke a rough fight and he was a thorn in everyone's side by essentially making the 4th ninja war an actual war with a legion of undead, but he's hugely wasted potential all the same.

With the skills he's shown having he'd have unironically been too strong so Kishi had to nerf him to not make him a problem.

His moment of coming to recognize Naruto's skill and potential and acknowledging him in the chuunin exams getting shit on by him doing a full 180 and calling Naruto trash and worthless during their later confrontation was the real death knell for his relevance among the main cast. It's wild that Kishimoto treated Kabuto as someone who originally dismissed Naruto only to come around on him to someone who was totally dismissive of Naruto in their second encounter. It's like he just wanted to walk back that bit of character progression and make him a more generic sadistic lackey for Orochimaru.

He was right. Kabuto was spooked by the thought of the fox, but Naruto was a shitter with no ninja skills who was carried by massive chakra reserves. He had guts but in the big picture he himself didn't seem like anything special. Kabuto was in the middle of a battle between legends who were hyper-competent even when crippled, then this bum stepped in. Now of course convenience and plot induced stupidity stepped in and Kabuto got wrecked but such is the way of the series

His impression walking away from the Forest of Death was that Naruto had more going on than just being a knucklehead and that he had some genuine skill. He initially thought he was just an idiot, but came around on him and acknowledged his potential. For him to be immediately dismissive the next time they met was just odd even if he became aware of the fox. It's not like Kurama should be treated any differently from Naruto's own capabilities anyway. It's still a part of him, and using it effectively is a skill in itself.
There's even an interesting parallel in Kabuto being told Sasuke is important but coming to question his value while he initially dismissed Naruto but came to see potential in him.

Kabuto won that fight. He put Naruto to sleep and Naruto got some immediate medical treatment from Tsunade. Meanwhile Kabuto was still awake and helping Orochimaru with summons and stuff

Naruto scored a moral victory that snapped Tsunade out of her funk and allowed her to actually contribute to the larger confrontation. Sure, Kabuto could have gotten back up and finished him off if they were alone, but it was essentially a team battle, and that means you win or lose as a team.

It's about the context of the battle. Kabuto just went toe to toe with one of the Sanin and pretty much won. Then in comes Naruto to a situation where he's totally out of his depth. The idea of him being more capable then Kabuto initially thought yet still totally underwhelming in the current context aren't contradictory

It still comes off as odd when his previous takeaway was that he shouldn't sleep on Naruto and that he was worthy of some respect. Even if he's totally underwhelming compared to the other combatants, that doesn't mean his respectful regard for his capabilities should evaporate. It just comes off as him underestimating a foe on the battlefield who, even if he's weaker than everyone else present, should still demand his attention. In the end, Kabuto's sadism and pride got in the way of good sense.

You do though. Jinchuriki were shown to be able to hone their skills and learn to subjugate the beast within by force. The easiest way to make use of a bijuu is getting them to agree with you, but just taking their power isn't totally out of the question. In the end, having a second entity within you that will help willingly or by force is still a part of one's own capabilities. That's like saying summoning isn't "using your own skills" when you can build your abilities around it anyway.

Even then Naruto only started to "learn" post pain arc and that training was immediately undermined by kurama cooperating. He went from not being able to make bijuudama without Kurama's cooperation to throwing dozens around after his cooperation in mere hours.

The only skill in summoning is the summoning itself, rest is your coordination with your summon in battle. Jinchuurikis don't have the same problem. Once you get the bijuu to cooperate you gain all the bijuu's abilities instantaneously. Besides, forcing someone to cooperate is not a skill. Or at least not a combat skill.

I'd say that being able to subjugate a powerful entity counts as a skill so far as training an animal companion or forming a summoning contract does. At the end of the day, it's still a tool that's part of your repertoire. Shino's bugs aren't explicitly part of him, but he had to put in work to actually utilize them and commanding them on the battlefield is a skill. Jiraiya's creative uses for summoning and partial summons are all valid skills as well.
Naruto having the fox integrated into him and passively bolstering his stamina is, for all intents and purposes, just part of his baseline abilities. I don't really see any reason to draw a line about it not being his accomplishment just because he's using something that has been part of him essentially since birth.
