It's hard to say, Kuga is used to fighting multiple opponents at a time and Katori is used to drawing attention considering her teammates tend to follow along with chameleon. There are 2 unkown agents going to the battlefield.
Since Yuma is heading towards the 2 unknowns, the probablity that one of them being Osamu is very high. The one at the north being Osamu is the highest possibility too.
With that in mind, they should have aimed towards Teruya to do a pincer attack.

And even without considering the possibility of a trap, the decision was questionable. You've got two other squad members. Send them to suppress Osamu.
