Naruto would have been the GOAT shounen if it weren't for the war arc. It has more iconic fights than almost every other shounen combined:
Pre-timeskip:

>Naruto vs Neji
>Orichimaru vs 3rd
>The entire Sasuke Retrieval arc
Plus the post-timeskip ones you mentioned, and that still doesn't include a ton of great fights like Zabuza, Naruto vs Gaara, Sasori (i.e. the one time Sakura had a role in the story), Hidan/Kakuzu, etc. The series is ridiculously stacked when it comes to great fights and it's a shame the war arc singlehandedly torpedoed everything those fights built up to.

It's all in the same vicinity. Sasuke vs Deidara is what leads to the Tobi/Pain/Konan reveal which kicks off the Jiraiya/Pain segment, I think the "konoha hunt for itachi" where Sasuke forms his team is the very beginning of that arc and Sasuke vs Itachi is where the arc ends. I know that the anime changed the placement of Bee vs Sasuke but it happens right around that same time period regardless. There's a stretch of like 40ish episodes in the anime where all 5 of those big fights happen
