I wouldn't be too hard on Rihito. The dude is way out of his depth. He's used to dealing with it cause of his sister, but his sister had their parents. He's also fairly asocial. He doesn't have any standards, or skills, for how to help someone like this. That combination of authority and comradery. Being restrictive but also knowing when to let go.

She's also "just" his friend. How the hell's he going to know, or be able, to "fix" her? He can put his foot down, but as we've seen that doesn't necessarily fix the problem since her perspective is so fucked.

The biggest problem is that Rihito himself is the one regressing.
Initially he shut her down her bullshit by being so nonchalantly autistic, that was the joke and gag of the series, and that was also what made Noa improve, and whenever she improved, Rihito would reward. Basic carrot and stick.
But then Rihito started to enable and reward Noa's worst behaviors and Noa started to get worse and worse as consequence. And worse, Rihito started to excuse her awfulness too.
Regressing/resetting the characters' relationship is one of the worst sins a romcom can commit. If this were a let's see how they make each other worse type thing it would be cool, but it's not, and that's the problem.
People have been going hurr just wait for THAT chapter durr for months now so the pay-off for this shit better be fucking amazing.
