Consider that while Mihawk and Shanks used to be swordsmanship rivals, and Mihawk doesn't think Shanks is worth fighting against the same way since he lost his dominant arm, a lot of time has passed. That's talking around my point though, which is that there's no sense of the difference in strength. In one fight, one character is stronger than another. Then after a very brief period of training, he's just "strong enough" now.

There's maybe one fight in the entirety of Z where the power scaling makes sense and works in the writing, and it's the first fight against Vegeta. He's so much stronger than everyone, which we know because of his number, that everyone who survives that fight barely survives that fight. Goku basically has to cheat and put his newly revived body on the line just to keep up and be enough. Vegeta's greater level of power is something that's evident through the fight, and it forced the other characters to have to really earn that victory.

Compare that to the Freeza fight. It's long, it's drawn out, and it does nothing until the very end. It's just a series of having everyone struggle to keep up with an enemy who can arbitrarily keep transforming and erasing their progress, until the wall is hit so hard that Goku literally can't stop him and has to be given a power boost to turn the tides. This is probably the best-written instance of this kind of thing happening in the whole series as a character moment for Goku, but it's otherwise not particularly good writing.

We have no other panels to go off of to imply it was more than just Rocks vs. Roger.

Yes, I don't disagree with that, but there are levels to this thing. I could headcanon that his crew completely deserted him 10 minutes into the battle and Xebec fought by himself against everyone for the remainder of it; I think you'd agree with me that this headcanon is less likely, to put midly, than the first one I put up.
