Some of his flaws are influences from Hori. Remember how Deku trained his body to adapt to OfA but then he just mainfested 7 quirks instead of mastering OfA?
That just happen with Otr with how he trained his body to master the flame spirit and then just get another spirit as power up instead of honing the one he already had.
