No, ideally you'd want to have a game like Resonance of Fate. It's already got the perfect gun gameplay for it. The reason why I would discourage an action game would be that half of Gantz is the social aspect. The player needs to be able decide who to sacrifice. You could add some persona type social interactions gameplay so that you can improve your team's coordination and so on. Of course if someone dies, you have to spend your hard earned points to revive them. Also enemies should target the characters you bond with more to add some tension.
The Gantz universe really lends itself to many different types of games. An action game would work but it would need to innovative mechanics to be good. As busted as Izumi or the Osaka guys are, they still feel human.
