He's in a position to trick, con, etc. as much as outright abuse, blackmail, extort and so on. It's just more expected than vanilla, is all. Not to say it can't be a thing. Also, most of the world doesn't subscribe entirely to all the same things as the US even in terms of age (18 is seldom their concern). You have to go to the urban environment, corporations and what have you to get increasingly 'Western' thinking as such. Being 18 wouldn't stop a goofy tomboy from being played into sexual hijinks. Being under 18 would just be 'more forbidden' where the modern '1st' world is concerned. Just not so much in a way some may find so cute. A divide exists as it does with other things not invoked.
