Yotsuba is a proof that a winner can occupy multiple mystery spots, but if it's not the case here, then based on elimination Rikka and Shinobu remain for Apollo and Hat Girl, and one of those could very well be the actual winner. Of course it would be more surprising if not, but that's also a possibility.
