Same can be said about other characters. Neji was hyped up since the Chuunin Exams and had one of the best fights in the manga against Kidomaru. Kiba and Choji looked like he could go somewhere after the final arc of Part 1. We have Sakura going "enough is enough" for the 2nd or 3rd time, and there are plenty of jonin with potential too. Not to mention the rest of Konoha 12.

It, well, depends on the match-up and supposed strength of whatever characters you're putting against each other, as well as the person doing the scaling. Like, say there's a kage that fights heavily with fire-based jutsu and sets himself on fire to boost his taijutsu versus a chunnin who's a wiz with water jutsu but isn't otherwise exceptional. The kage SHOULD still trounce the water guy with little issue, even with the type disadvantage, because by in-universe ranking he should be a huge threat even without his fire stuff.
Make the water chunnin into a water kage, though, and that's when the match-ups start mattering; between two otherwise generally equal opponents with specific skill sets.

It's really a super case-by-case thing, and ultimately depends on how whoever is doing the scaling wants to prioritize on who's stronger.

Hinata is pointless beyond her fight with Neji. Her only contribution to the story is serving as motivation for Naruto's fight against her cousin. Her potential as a Hyuga is not explored, we don't see her in any missions, and her dynamics with the other characters are bland or non-existent.
Her role in the manga is being Naruto's cheerleader. But even then, she fails at that. It felt a lot more rewarding whenever you got to see even the smallest dialogues where other characters like Lee and Ino acknowledge Naruto and slowly start to show him more respect.

The strongest genin in the Leaf winning was the logical outcome. Not even the jonin who knew about the Nine Tails imagined Naruto could stand a chance. And it's his colleagues slowly getting to see that he's the real deal that feels satisfying. Ino and the Chuunin think it's an impossible matchup, Kiba has one line of dialogue saying otherwise, everyone is surprised at the end.

I really don't get your point. "Getting respect bonds through achievements" was always a theme, as Naruto starts as a lonely kid who wants to be Hokage so that people will like him. Breaking expectations and surprising people also has to be a thing in the story because everyone thinks he's a loser at the start. Even people like Shikamaru or Choji who never had any issues with Naruto thought he was just a useless bum, and they had every reason to believe so. So, yeah. He has to prove himself.
But it isn't like people only started liking him because he was strong either. From Zabuza to Gaara to Tsunade, you also see Naruto win people over because he's a decent guy despite his flaws. Other than with Hinata, "I liked you before you were cool" is never a thing in the manga and it's not like Naruto would ever care about that. The main character expands his friends circle as the story goes, and people start seeing he is also pretty good at what he does. I don't know what's there to be studied in this, it's a very simple plot.
