The Contintental Magic Association gets tipped off that glowie ninjas are trying to assassinate Serie. Frieren and the gang get roped into helping out.
Land's goth girlfriend manages to locate him IRL and they both join the bodyguard team.
Ubel and Land get caught by the secret police (different glowies) when investigating around the city. Ubel pulls out some bullshit no jutsu and slices a stone tower in half.
Meanwhile, Frieren and company fight some of the glowie ninjas. The mangaka remembered that Sein exists and brought him back to help get Frieren and co. out of their situation. His butt buddy Gorilla Warrior is one of the glowie ninjas (surprise surprise).
Speaking of the glowie ninjas, they all get bits and pieces of backstory, probably so that the reader will feel conflicted when most of them die.
The leader of the glowie ninjas is a high-ranking noble in the Empire; he apparently was responsible for killing a different powerful elf mage, Minus, who supposedly went berserk and had to be stopped, but that's probably Imperial propaganda trying to discredit mages who operate outside the Empire's control.

I feel as though a lot of people have overlooked or forgotten (that's fair, it's been 7 months) the fact that Frase literally has the entire empire under her magical surveillance.

With the little bit of foreshadowing surrounding her since Macht, I'm inclined to think that she has some unplayed cards in her hand. It wouldn't be surprising in the least if she was also affiliated with the shadow warriors. Otherwise, why would the author hint at her power-level since 50+ chapters ago?

This arc almost has to end with some kind of actual character death/twist, because if it doesn't then there was no point in writing any of it. It's a completely meaningless arc.

Personally? I'd rock the mage association - kill Sense, Falsch, Ubel, and Land off in this storyline, reinforcing from Serie's perspective that might = right, let her rip the empire and everyone in half, and force Frieren to hero up and stop her, either by killing her, or by putting Serie in a position where she would otherwise be forced to kill Frieren, which is her last real lifeline to the past and to Flamme, who was her most cherished apprentice.

The aftermath of the battle leaves a sour taste in everyone's mouth; Frieren fucks off with Starke and Fern, and maybe Sein if he doesn't die for shock value when reuniting with Gorilla, and the journey continues on a bitter-ish note and gets gradually sweeter as time mends all wounds.

How likely is that Serie has already pinpointed all the attending shadow warriors?

Maybe Serie goes to the capital knowing that they’ll take a shot at her. When they do, she and her disciples won’t fight them directly — that would be risky for her disciples. Instead, she siccs demons on the capital’s forces. Demons she’s secured using her overwhelming magic aura making it impossible for to defy her, and forcing the Empire’s conspirators to blow their tricks like anti-magic crystals on the demons and not on Serie or her mages. This forces Frieren to run and stop the demons from slaughtering people and to confront Serie and talk out the issues with the Empire. This would be good, safe cowardly way out for the manga to pretend it’s doing high-stakes conflict drama without actually making the protagonists do anything edgy or killing of any main characters.

If anything, she treats demons with a degree of indifference - you see this during her initial interaction with Macht. She didn't care what he was doing in Weise until he decided to go full-Midas; in retrospect, she didn't care that he was turning men to gold prior to Weise either.

Serie is a hypocrite and a very selfish character. Her greatness weakness is her love for those who have great natural talent. She doesn't seem to give a fuck about anyone less than gifted.

The distinction is blurry, but Himmel and the HotS probably (HotS definitely) used magic in conjunction with their superhuman abilities. HotS had some kind of future-sight ability which allowed him to singlehandedly kill multiple top-tier demons after walking into their ambush. Himmel? Not enough feats shown, but he did manage to convince Frieren that an unbreakable barrier could be broken, he also proceeded to not job to the demon king after forsaking the sword of the hero and leaving it in that cave, and he convinced Frieren to join his party in the first place. Himmel's own magic was probably forcing destiny to shift favorably in the direction of his desires, or something abstract like that, but in increments - it's not like the entire universe bent to his will. However, the country's long-disbanded (but secretly still operating) Shadow Warriors are planning to assassinate her to prevent the nation from changing away from where it used to be, because Serie leads the very influential Continental Magic Association. Serie knows about the assassination plot and wants to see what they can do because she's bored. Wehrlos, one of the heroes of old that famously fought against the Demon King's armies, is one of the Shadow Warriors. Kreis, Sein's old friend that he used to call "Gorilla", is also one of the Shadow Warriors.

So right now Serie and her mage bodyguards are attending the ball to await the assassination attempt, so they can thwart it. The royal guards are also aware something fucky is going on and they don't like that the mages are being suspicious, but they're more or less on the same side because the Shadow Warriors were supposed to be disbanded decades ago, and are now just a clan of assassins.

It's not about mages not being able to fight warriors, it's about specific situations where warriors have an advantage over mages. And it's not universal, given in the same scene where Frieren is talking about this vulnerability, it's acknowledged there are mages whose specialties allow them to excel in close quarters combat.

Not sure why you think that is outweighed by dangerous exams that people take out of their own free will.

Ultimately, if you sign up for an organization after being told in clear terms that the training can be highly dangerous and that you will be risking your life, that's not really the fault of the organization. That's like volunteering for the military and then being morally outraged when you are sent to fight and die. The danger inherent isn't hidden from you, it's page one.
