At some point you just get numb to it due to repeated exposure. Either that or jaded towards it because explicit fanservice is often attached to shitty things that only want to worm into your wallet, like gacha games. Subtle fanservice on the other hand is undeniably pure, because there's no third motive "reason" to do it. If the goal was attracting a horny audience through sex appeal you'd be better off putting the characters in bikini's. But at the same time giving a modestly dressed girl ridiculous curves puts you at the unnecessary risk of pissing off the prude audiences that hate any sort of sexualization in media. Subtle fanservice is something done purely for the artists own sake, coincidentally appealing to those who share the artists patrician tastes.
