I'd drop KnT to low chance and slap Stiyl into medium. KnT is essentially a murder Tulpa that is a manifestation of the biggest mystery in the series. I doubt it's getting a prominent role if that's where this 4th hero thing is going. Stiyl seems to have a whole character arc going on and it's a good middle ground between Hamazura being a skilled but basic thug, Accel being strong, and Touma's hyper specialization.

Realistically, cour 2 is probably going to be some boring filler that everyone will forget about in a week and lower the overall experience (not that Jailbreaker is the most solid of Railgun arcs to begin with).
