Not yet. By not implementing age verification 4chan is now in breach of the legisliation that went into place today. They'll have to launch an investigation (they're already undertaking one because 4chan has refused to provide the expensive legal anti-CP threat assessment the previous phase of the legislation required), and once that's done, they'll order all ISPs to block it. Same as they do with pretty much all piracy websites currently.
