If you want a anime with a large multinational casts it makes more sense to have indian, brazilian or chinese characters instead of some small snow country. You're not understanding how the japanese perceive europe. They think that England and France resemble how they look in postcards and are still white countries. They probably think that scandinavia is a sort of mysterious exotic frozen land. They don't think that way for brown countries, so they usually don't include them.
